Questions to ask Lawal Dauda
- You plan to improve the quality of all general hospitals within six years; which hospitals are included, and what are the annual milestones and deliverables for each year of the six-year period?
- What is the estimated total cost to upgrade all general hospitals (infrastructure, equipment, laboratories), and what are the specific funding sources you will use to finance it?
- Which state agency will lead the hospital upgrade program, and how will procurement, installation, and maintenance of new equipment be managed to ensure sustained functionality?
- What quantifiable standards will define “improve the quality” of general hospitals—such as bed capacity, theatre uptime, laboratory test menu and turnaround time, or emergency response times?
- Does the pledge for free care cover antenatal visits only, or does it include delivery, postnatal care, and immunizations—and up to what age for children?
- What is the projected annual budget for providing free maternal and child health services, and how will these services be financed and sustained over the term?
- How will you ensure facilities have the staff, drugs, and supplies to deliver the promised free services without stockouts or informal fees?
- What premium levels and subsidies are planned for the poor and informal workers, and what are the projected revenue sources for the insurance pool?
- Which body will govern the state health insurance scheme, and how will enrollee funds be pooled, audited, and reported publicly?
- What are your annual enrolment targets for the insurance scheme and the expected reduction in out-of-pocket spending by households?
- When you say you will ensure better funding for primary and secondary healthcare, what budget share or per-capita spending targets are you committing to, and from which revenue sources?
