Questions to ask Abdulrazaq Abdulrahman

  1. What specific benefit package and patient cost-protection measures will you use to ensure Kwarans can access high-quality services without financial hardship (e.g., state health insurance, user-fee waivers, or subsidies), and who will be eligible?
  2. How will you define and track “financial hardship” from healthcare (for example, catastrophic or impoverishing health expenditure rates), and what numeric targets will you commit to by year?
  3. Which health facilities will be revamped or expanded first, how many in total, and what criteria will you use to select locations across urban and rural LGAs?
  4. What is the estimated total cost to revamp and expand the identified health infrastructure, and what are the specific funding sources and budget lines that will cover it?
  5. What health financing mechanisms do you plan to promote (e.g., state social health insurance, community-based insurance, performance-based financing), and what coverage levels and premiums or subsidies are envisaged?
  6. For reviving Primary Health Care services, how many PHC facilities will be made fully functional (24/7 staffing, basic equipment, essential medicines, water and power) and by what service standards?
  7. What are the annual milestones for upgrading PHC facilities across the state, and when do you expect to reach full coverage by LGA and ward?
  8. Who will be responsible for managing the Drug Revolving Scheme, what procurement and pricing policies will govern it, and how frequently will independent audits and stock reconciliations be published?
  9. What initial capitalization and recurrent working capital will you allocate to the Drug Revolving Scheme, and from which budget sources?
  10. Which maternal and child health indicators will you prioritize (e.g., MMR, NMR, U5MR, skilled birth attendance, immunization coverage), what are the current baselines in Kwara, and what numeric targets will you set by year?
  11. What is the current staffing gap by cadre (doctors, nurses/midwives, CHEWs, pharmacists, lab scientists), and how many of each do you plan to recruit or deploy to meet WHO standards?
  12. What is the projected impact of the planned staffing increases and training on the state’s wage bill and training budget, and how will these costs be financed sustainably?
  13. Which international partners or programs do you aim to leverage, what funding amounts are anticipated, and what counterpart funding or policy conditions will the state commit to?
  14. How will external funds and partner-supported activities be integrated into the state budget and reporting systems, and will you publish a consolidated health sector financing report annually?
  15. How will you measure whether training and retraining improve service quality and health outcomes, and what targets will indicate success?
